Resend the verification link to one user (--user=<id|email>) or every
unverified user (--all-unverified), with a --dry-run preview. Uses
User::sendEmailVerificationNotification() which is already Throwable-
guarded, so SMTP hiccups during a bulk flush log instead of aborting.
